Protecting without giving up freedoms, preventing without naivety

Levrig 2027
Trajectory 2027 – 2032

NB: «For the sake of fluidity and concision, In this text, the masculine is used to encompass all genders.».

The essentials

For Yes Breizh, security is a right: the right to live, move, work and grow up without violence or intimidation. Justice is its guarantee: it protects victims, establishes responsibilities, punishes and safeguards freedoms.

The defense protects the community against external threats and contributes to the resilience of the country. These three functions are interdependent, but should not be confused.

Yes Breizh proposes a doctrine based on four requirements: Clarity about threats, proximity of action, independence of the judiciary, and democratic control. She rejects the sterile alternative between denial of insecurity and repressive overreaction.

In the current context and in the first phase of devolution, the national police, gendarmerie, criminal and civil justice, defense, intelligence, and border control remain the responsibilities of the central state. However, Brittany must weigh in on the allocation of resources related to it, coordinate prevention, child protection, transportation, public space, cybersecurity, and resilience, and contract with the French national forces.

The perimeter of course includes the five departments of Brittany. The Loire-Atlantique occupies a central place: the Court of Appeal of Rennes already covers the five historical departments, while Nantes and Saint-Nazaire concentrate major metropolitan, port, industrial, judicial and maritime issues.

1. A Breton doctrine of democratic security

Neither minimization nor instrumentalization

The recorded facts, the experiences of the victims and the sense of insecurity do not exactly coincide. They all need to be studied. For Yes Breizh, responsible policy distinguishes violence against people, trafficking, damage to property, incivility, domestic violence, digital risks and collective threats.

The gross figures also depend on the willingness to file a complaint, the activity of the services and the recording methods. They cannot serve as a simplistic ranking of cities. The future Breton Observatory1 It will publish trends, definitions, limits and data on victimisation.

Protecting and guaranteeing freedoms

For Yes Breizh, security is only sustainable if public action respects legality, necessity, and proportionality. Video surveillance, algorithmic recognition, files, controls, and arming must be subject to a legal basis, an effective evaluation, and recourse.

The independence of the judiciary, the rights of the defense, the presumption of innocence and the control of the judge are not obstacles to security: they prevent arbitrariness and give legitimacy to the sanction.

A complete channel

Prevention, on-the-ground presence, investigation, judgment, execution of sentences, reparation and reintegration form a chain. Strengthening just one link moves the congestion to the others. Any new police priority must therefore be accompanied by an assessment of the procedures, hearings, places, and prison services for integration and the means of protecting victims necessary.

2. The diagnosis2 for our five departments

DepartmentDominant issuesPriority responses
Côtes-d’ArmorRurality, domestic violence, seasonal coastal tourism, road safety and access to justice.Mobile Gendarmerie, reception of victims, cooperation Saint-Brieuc–Lannion–Dinan–Guingamp.
FinistèreMetropolitan Brest, drug trafficking, ports, islands, maritime safety, reported overcrowding in prisons and long distances.Criminal intelligence, port control, local justice, maritime prevention and resilience.
Ille-et-VilaineRegional growth, transport, gender-based violence, vulnerable minors, peri-urban areas and the Redon basin.Metropolitan coordination, immediate protection, juvenile justice and interdepartmental cooperation.
Loire-AtlantiqueNantes and Saint-Nazaire, drug trafficking, port, large flows of people, urban neighborhoods, the coast, the rural north and the estuary axis.Port strategy, judicial police, protection of victims, cooperation Nantes–Rennes–Saint-Nazaire–Châteaubriant.
MorbihanLorient and Vannes, the coast, seasonality, islands, mobility and military sites.Maritime security, summer prevention, police-gendarmerie cooperation and civil security.

A few examples…

Brest: tackling drug trafficking over the long term

The documents submitted describe the installation of drug sales outlets, the associated violence, sporadic operations, staffing shortages, and a very overcrowded prison. These elements need to be updated before publication, but they illustrate a more general reality: a visible operation does not replace a sustainable strategy.

The answer, according to Yes Breizh, is a response that combines criminal intelligence, patrimonial investigation, anti-money laundering efforts, control of port and postal flows, on-the-ground presence, prevention among minors, treatment of addictions, protection of witnesses, and judicial capacity. The seizure of criminal assets must fund more local prevention and reparation, within the limits of national law.

Nantes–Saint-Nazaire: metropolis, estuary and maritime façade

The Loire-Atlantique should not be added as a statistical annex. Nantes, together with Rennes, constitutes one of the main urban poles of Brittany; Saint-Nazaire and the large maritime port open up a strategic industrial and logistical space. Traffic in narcotics, flows of goods, transport security, cyberattacks, the vulnerability of infrastructure, and urban violence must be addressed at the scale of the Nantes–Saint-Nazaire axis and its connections with the rest of Brittany.

The north of the Department and the town of Retz operate under different logics. Staffing, brigades and judicial permanents must be evaluated according to the time of intervention, seasonality and the life cycle of the population, not only according to the Departmental population.

Judicial consistency already exists at five levels

The remit of the Rennes Court of Appeal covers the judicial courts of the five historical départements, including Nantes and Saint-Nazaire. This judicial geography constitutes a concrete precedent for Brittany’s cooperation with five departments. It should be used to consolidate homogeneous data on timeframes, stocks, legal aid, domestic violence, juvenile justice, and the enforcement of sentences.

3. Police and gendarmerie: adapting the card to the needs

A largely fixed map

The Court of Auditors notes in January 2025 that the territorial distribution between the police and the gendarmerie has changed little over the past four hundred years and that no zone transfer has taken place since 2014. More than one in ten police districts has fewer than 20,000 inhabitants, while two-thirds of the communes integrated into the metropolises, excluding Greater Paris, remain in a gendarmerie zone.

This situation can explain the changes in population size, urban continuity and crime. It also creates operational boundaries in transportation, commercial zones, or facilities that operate on the scale of an agglomeration.

Continuously revising after diagnosis

Yes Breizh supports continuous revision and not a large uniform shift. The criteria must be published: recorded facts, victimisation, appeals, response times, seasonal flows, day-time population, critical infrastructure, urban continuity, remoteness and the capacity of judicial investigation.

The judicial authority and local elected officials must issue a formal opinion. The transfer cannot precede the arrival of staff, premises, information systems and the capacity to handle the procedures.

A Breton operational conference3

Yes Breizh wants a Security Conference of five Départements bringing together prefects, procurators general and prosecutors, police and gendarmerie directorates, customs, tax services, local authorities, child protection services, transport and ports. This conference, ideally chaired by the head of the executive in Brittany-54, The new government will not give individual instructions to the forces or the magistrates. It will share the diagnosis, coordinate the means and evaluate the performance contracts in the 5 Départements. The issue of merging the three actors (municipal police, national police and gendarmerie) into a single corps of ‘Breton Guards’ in the image of the Irish ‘Gardai’ would also be useful.

4. Municipal police: a chosen and controlled proximity

A third component in growth

Between 2010 and 2018, the number of municipal police officers increased throughout France by 24 %, compared to 3 % for the national police and gendarmerie, according to the Court of Accounts’ synthesis published in 2020. As of December 31, 2022, more than 27,000 officers were present in 4,558 communes.

The creation of a municipal police remains a communal choice. The level of delinquency alone does not determine this decision; doctrines, armaments, schedules, and resources vary greatly. A municipal police must not become the imposed substitute for a national police that would withdraw.

Three clearly hierarchized missions

The ‘Yes Breizh’ ‘doctrine’ proposed prioritizes public tranquility, prevention, and knowledge of the places: pedestrian presence, areas around schools, markets, nuisances, traffic, mediation, public space, and assistance to people.

Coercive missions must be precisely agreed upon. Arming is neither a political marker nor an automatic solution: it depends on risk analysis, employment doctrine, training, control, and protective equipment.

Pooling resources without diluting the mayor’s authority

Small communes must be able to pool teams, training, equipment, cynology or supervision on an intercommunal scale, while maintaining clear functional authority. A Breton charter will specify continuous training, ethics, transparency, external control, traceability of interventions, and publication of an annual report.

Evaluating video surveillance

Any significant deployment will be preceded by a verifiable objective: preventing a type of fact, securing a location, or contributing to the elucidation. The total cost, the rate of useful exploitation, the movement of the phenomenon, and the infringements on privacy will be evaluated. The absence of a demonstrated effect will lead to the modification or discontinuation of the device.

5. Prevent violence and protect people

Violence and security

For Yes Breizh, Security begins at home, at school, at work, in transport and in public spaces. Every living area must have a known route: emergency number, non-judgmental reception, safe accommodation, medical report, filing a complaint, protection order, psychological and legal support.

The «Ask Angela» type of devices, presented in the Quimper Street Code and elsewhere, can create identifiable shelters in businesses and facilities. They must be accompanied by training, an emergency protocol and regular verification; a sticker alone does not protect.

For Yes Breizh, protection must also address digital forms of violence: the dissemination or fabrication of intimate images without consent, including through artificial intelligence, digital stalking and online threats. Under French law, Yes Breizh will support their effective criminalization, the rapid preservation of evidence, the removal of content, and specialized support. An emergency fund will help victims and their children immediately leave a violent partner without the lack of resources becoming an obstacle to safety.

Unaccompanied minors and the presumption of protection

The document regarding young girls in Rennes warns of periods of homelessness, risks of sexual violence, trafficking and disappearance. The association’s quantified claims must be put within their proper context, but the risk demands an immediate response.

Without prejudging the final decision on age, anyone declaring themselves a minor and at risk must receive a rapid assessment, appropriate shelter based on gender and vulnerability, representation, care and protection from networks. The state, Brittany, the department, justice, health and associations must share a protocol, with follow-up of worrying disappearances.

For all children victims or witnesses of serious violence, for Yes Breizh, Brittany must be able to experiment with children’s homes that bring together in one suitable place the hearing, the medical examination, psychological support, judicial accompaniment and protection. This model will avoid the traumatizing repetition of the story and will be based on specially trained teams.

Youth, prevention and recidivism

For Yes Breizh, specialized prevention, schools, families, sports, culture, and mental health must intervene before the individuals become involved in trafficking. The measures decided by the judge must be implemented quickly; a very late response loses its educational value.

For the perpetrators of crimes or offenses, accountability, reparation, training, treatment of addictions, and intensive follow-up can complement the sanction. For the victims, reparation must never depend on the success of reintegration.

6. A close, independent and capable justice system

The priority: deadlines, proximity and execution

For Yes Breizh, the first objective is to make existing justice accessible. Yes Breizh proposes a Breton model of access to justice: justice points, lawyers’ and association offices, mediation, victim support, interpretation, and digital support.

The data from the Rennes Court of Appeal should allow the setting of objectives for each case: time for the first hearing, storage, duration of expert reports, enforcement of decisions, compensation, and the support of victims. A remote hearing can avoid travel expenses, but should not degrade rights or become mandatory by default.

A Breton Defender of Victims and Witnesses, independent of the investigative services and the political power, will be able to develop a readable charter of rights, verify the orientation and continuity of the support provided, and publish systemic failures. For sexual violence, specialized chambers or circuits may be proposed to guarantee competence, speed, and an approach that takes trauma into account, without exception jurisdiction or weakening of the rights of the defense.

A points-based permit…

For Yes Breizh, just like a driving license with points, every Breton woman and man would be given a ‘license’ of 12 points, which could vary in the same way as a driving license with points. In the event that the holder of the license had lost it due to a number of relatively minor offenses, they would then be referred to criminal justice or would have to undergo a comprehensive civic re-education program.

A local justice, not a locally influenced justice

For Yes Breizh, remote hearings, justice and legal houses, conciliators and mediators can handle everyday disputes close to the people. Of course, the assignment of magistrates and judicial decision must remain protected from the influence of local executives.

In an advanced phase of devolution, Brittany could receive competencies in the areas of material organization, access to justice and restorative justice. The definition of offenses, procedural guarantees and the judicial system could then fall under Brittany’s jurisdiction.

Prisons: getting out of the rut

As we know, overcrowding degrades the safety of the detainees and staff, prevents the provision of care and the preparation of their release, and increases the risk of recidivism.

For Yes Breizh, the answer must combine dignified capacity, renovation, appropriate placement, alternatives to detention when legally relevant, effective execution of sentences, and measures by the penitentiary services for integration and probation. Construction cannot indeed be the only policy.

For Yes Breizh, short sentences will only be replaced by sanctions in the open environment if they are swift, controlled and equipped with real means: public interest work, care, reparation, training, support for housing and employment. Release from detention must be prepared with the communities in order to avoid that the absence of housing, documents or medical follow-up immediately recreate the conditions for recidivism.

Guaranteeing access to justice and preventing abusive procedures

Legal aid, neighborhood support services and the accompaniment of vulnerable individuals condition equality before the law. Yes Breizh will support, at the national and European level, protection against manifestly abusive procedures designed to financially deplete journalists, associations, researchers or whistleblowers participating in the public debate. Filtering and sanctions must be decided by the judge, in order to reconcile freedom of expression and the legitimate right to take legal action.

7. Narcoterrorism, organized crime and the underground economy

Getting back on the rails and the money

For Yes Breizh, the fight must not be limited to the point of sale. It targets importers, organizers, laundries, agents, logistics circuits and operators. Customs, judicial police, gendarmerie, tax authorities, financial intelligence, public prosecutor’s offices and port authorities must share an analysis cell with five departments in order to be more efficient, together.

The ports of Brest, Lorient, Saint-Nazaire-Nantes and the secondary ports, the road axes, the postal flows and the digital platforms call for a common strategy, without stigmatizing the port economy or publishing sensitive operational information.

Reclaiming public space in a sustainable way

Yes Breizh believes that after an operation, a stabilization plan must maintain presence, cleanliness, lighting, mediation, care provision, support for businesses, and protection of residents. Without this continuity, traffic moves or reconstitutes itself.

8. Cybersecurity and critical infrastructure

Brittany hosts military, naval, digital, hospital, energy, agri-food and port activities exposed to cyberattacks, espionage and sabotage. Small communities and SMEs are often the least protected links.

For Yes Breizh, a Breton capacity for responding to incidents must be able to offer diagnosis, assistance, exercises and mutual purchases, in liaison with the competent authorities. The essential operators must therefore be able to have offline continuity plans, tested backups and common alert chains.

The protection of submarine cables, ports, water networks, energy systems, hospitals, and telecommunications also requires cooperation between civilians, security forces, and the defense. The responsibilities and the necessary secrecy must remain clearly defined.

9. Defense: a competence of the central state, a strategic Brittany

What remains delicious

French national defense, deterrence, the command of the armies, external operations, military intelligence, alliances, and arms exports remain the responsibility of the State, under national democratic control.

Yes Breizh does not propose a Breton army or a competing chain of command.

A major Brittany for the French and European defense

Everyone knows that Brittany hosts an exceptional concentration of capabilities: the naval base in Brest and the oceanic component of deterrence, naval aviation at Lanvéoc and Lann-Bihoué, marine commandos in Lorient, schools in Coëtquidan, land units, gendarmerie, cyberdefense, and the naval industry. The Loire-Atlantique region provides the industrial and port complex of Saint-Nazaire as well as aeronautical, digital, and logistical expertise.

This presence creates jobs, innovation and a particular responsibility. It also requires the preparation of continuity of services, the welcome of families, housing, mobility, health, protection of sites and the retraining of staff.

A territorial council for resilience and defense5

For Yes Breizh, a liaison council must bring together, without encroaching on command, military and civilian authorities, ports, industry, universities, health, energy, telecommunications, and the communities of the five Départements. It will prepare for major crises: cyberattack, energy disruption, maritime accident, pollution, sabotage, evacuation, a health crisis, or a network outage.

The exercises will regularly involve communities, hospitals, operators and the population. The non-sensitive lessons will be published. The defense markets will have to strengthen the skills and subcontractors from Brittany while respecting national and European rules.

Brittany will work with the central government and industry to develop a strategy for accessing European defense programs, dual research, and joint procurement. It will aim to maintain decision-making centers, ensure the security of supply chains, and train and market products to Brittany’s SMEs, without subordinating industrial policy to an autonomous choice of armament or military doctrine.

Reserves and the culture of resilience

For Yes Breizh, Brittany must support the military reserves, the gendarmerie reserve, civil security, volunteer firefighters and approved associations. Employers must be encouraged to facilitate periods of reserve duty. Optional training will be provided to teach first aid, cyber culture, preparation for adverse weather conditions and the dissemination of reliable information in the event of a crisis.

10. Civil protection, the sea and the climate

Storms, submersion, fires, marine pollution, industrial accidents and health crises call for planning by five departments. The departmental emergency response teams must maintain their proximity while sharing purchases, reserves, mapping, drones, communications and specialized reinforcements.

The maritime façade requires coordination with the maritime prefecture, the CROSSs, the National Navy, the SNSM, the ports and the local authorities. The plans must integrate the islands, the seasonal populations and the reception of evacuated people.

The increase in wildfires, floods and mass events justifies common training and equipment between fire and rescue services, health and civil security. Equipment to control severe bleeding can be installed in targeted public places, with signage, maintenance and first aid training. Transport, retail, emergency services and public services that are particularly exposed to attacks will benefit from reporting protocols, functional protection and comparable support.

8. Frame the municipal police forces by common doctrine, training and control.

9. Evaluate all video surveillance according to a goal, a complete cost and verifiable results.

10. Strengthening local justice, establishing a ‘civil permit’ on a point system and publish the deadlines under the jurisdiction of the Rennes Court of Appeal.

11. Treating prison overcrowding by dignity, ability, relevant alternatives and reintegration.

12. Develop a capacity to respond to cyberbullying for the benefit of the communities and vital operators in Brittany.

13. Adopting a five-department resilience plan, tested by regular exercises.

14. Creating a territorial liaison council with the Defense, Without encroaching on national command.

15. Protecting freedoms and judicial independence in every security policy.

16. Creating homes for the child victim, bringing together protection, care and justice in a path adapted to trauma.

17. Establishing a Victims' Advocate and a Charter of their Rights, With personalized follow-up and publication of systemic failures.

18. Strengthening protection against sexist and digital violence, including fabricated intimate images, and create an emergency fund to leave a violent spouse.

19. Effectively provide open-air punishment and prepare each release from detention, in order to reduce recidivism rather than shift the burden.

20. Building a European strategy for Breton defense industries, It focuses on skills, SMEs, supply chains and dual research.

Conditions of implementation

No transformation is generalized without a budget, a market opportunity, revenue and evaluation. No objective is imposed without a budget, a timeline, support, and accessible technical solution. No transfer takes place without resources. In the event of failure, the system is corrected rather than maintained for appearances’ sake. A code green, orange, red It will indicate the trajectory, but will never replace the figures and their explanation. A temporary increase in an indicator may correspond to a transition or to a better census: each evolution will be interpreted before a decision is made.

13. Roadmap 2027-2032

The calendar distinguishes what Yes Breizh can offer immediately, which requires an agreement with the central state, and what depends on devolution. The pilots mentioned are institutional: they do not anticipate the identity of the future holders.

The milestones that condition the pursuit

According to Yes Breish, no experimentation is generalized without independent evaluation. No transfer takes place without personnel, data, and funding. No intrusive device is extended without necessity and proportionality checks. In the event of serious deterioration, a corrective plan will be published within six months (cf. above at the end of the 12th.).

14. Monitoring indicators

The initial state in 2027 will set the reference values and will allow the adoption of realistic 2030 and 2032 objectives. The results will be published by department and catchment area.

Freedom and trustComplaints, control decisions, cancellations, trust, satisfaction and a sense of legitimacy.Combining objective data, anonymous surveys, and qualitative analysis.

Governance of the dashboard

Yes Breizh proposes that the Observatory publish the data in the first half of the following year. An independent panel of statisticians, magistrates, researchers, victim associations, freedom advocates and local representatives will verify the methods. The relevant services will have a right of reply, published with the report.

As indicated at the end of the 12th, three levels of reading will be used: green when the trajectory is reached, orange when a discrepancy calls for correction, red when a right, a continuity or a major objective is compromised. This presentation will never replace the values, series and detailed explanations.

Conclusion — Legitimate authority is a controlled authority

For Yes Breizh, security does not consist of the number of cameras, the severity of penalties, or a uniform presence. It requires knowing threats, protecting them quickly, investigating, and judging within a reasonable timeframe, executing, and preventing recidivism.

Brittany can provide a coherent coordination framework between metropolises, ports, the coastline, islands, and rural areas. The devolution must bring together useful decisions without politicizing the police or the judiciary.

Finally, the Defense dimension reminds us that Brittany is strategically at the forefront. Its role does not call for a separate military chain, but for mature cooperation with the State: preparing for crises, protecting infrastructure, developing skills, and ensuring the resilience of the population.
