Transmit, emancipate, prepare the future

Levrig 2027
Trajectory 2027-2032

NB: «For the sake of fluidity and concision, In this text, the masculine is used to encompass all genders.».

The essentials

For Yes Breizh, education cannot be reduced to the administration of buildings or the immediate adjustment of teaching or support staff. It must enable each person to acquire fundamental knowledge, understand Brittany and the world, choose their own path, pursue a profession, and develop throughout their lives.

Our goal — Building a Breton public service of education and training, requiring knowledge, attentive to inequalities, open to Europe, fully accessible and gradually responsible for the coherence of paths, from school to professional reconversion.

These data mainly concern the administrative region of four Départements. The reference Brittany-5, which includes the Loire-Atlantique, will have to be established in 2027 before final quantitative targets can be set.

1. A Breton educational ambition

Four inseparable goals for Yes Breizh

  • Mastering basic skills: reading, writing, reasoning, calculating, expressing oneself and understanding information.
  • Educating free Breton women and men: the history of Brittany, Europe and the World, the geography of Brittany, Europe and the World, scientific culture, the media, democracy, civic education.
  • Allowing the integration and professional transitions without subordinating all education to the immediate needs of the market.
  • Guaranteeing real equality: social origin, locality, gender, disability, language and family situation should not determine the path to follow.

Languages: aiming for multilingualism

The strategy proposed by Yes Breizh articulates a solid mastery of French, a (very) operational level in English, and a growing offer aimed at perfect mastery of Breton or Gallo. The goal is not to oppose the languages, but to broaden the young people’s capabilities. Bilingual programs, Diwan, the Gallo-language pathways, and teacher training must be integrated into educational planning, with continuity from kindergarten to higher education.

Yes Breizh believes that what is possible in Switzerland, Belgium or, among others, in the Baltic countries is also possible in Brittany.

2. Clarifying responsibilities

LevelResponsibility proposesWarranty
Central State and EuropeCommon foundation of rights, national or European diplomas, academic freedoms and standardsEquality of rights and portability of qualifications
BrittanyMap of training, guidance, languages and culture in Brittany, high schools, apprenticeships, continuing education; pedagogical responsibilities assigned in stagesResponsible assembly, certified funding and independent evaluation
Departments, institutions, companies.Implementation, educational projects, partnerships, innovation and supportAutonomy in an objective contract; participation of staff, students and parents

From 2027 onwards, the administrative region can better coordinate the competencies it already possesses. The mastery of programs, teaching staff, colleges, and higher education, however, requires a law, a devolution agreement (whether or not it is an experiment). No transfer should take place without personnel, data, assets, and dynamic funding.

An independent evaluation authority4

Yes Breizh considers that this authority should publish the results by Department (or country) and social category without mechanically classifying the establishments. It will evaluate5 progress, inequalities, well-being, inclusion, languages and the effectiveness of policies, apart from the services responsible for implementing them.

3. From the orientation received to the chosen path according to Yes Breizh

  • To make IDÉO a single public service channel for Brittany as a whole, present physically in every living area and accessible online.
  • Assigning a career mentor to each young person at the moments of transition: end of lower secondary school, upper secondary school, apprenticeship, university, and first job.
  • Guaranteeing immersions in companies, associations, public services, laboratories and manual trades, without disguised advertising.
  • Publishing information for each training: prerequisites, success, continuing education, integration, working conditions and geographical mobility.
  • Strengthen the platforms for monitoring and supporting those who drop out of school and measure the lasting return to training or employment.

Balance — Employers must contribute to information provision, the welcome of trainees and future prospects. They must be involved in the preparation of decisions, but must neither select students prematurely nor dictate the training curriculum alone.

4. Professional career, apprenticeship and continuing training

A tripartite governance

For Yes Breizh, it is Brittany (B5), the companies and institutions with their social partners who must jointly define the needs, capacities and equipment. The current sectoral pacts constitute a useful basis, to be complemented by representation from learners, the Départements (or countries), and small businesses. It should also be noted that training is an investment, that needs must be anticipated, and that the employee must participate in their training journey.

PriorityMeasureCriteria for success
Rare or emerging formationsMultiannual funding and pooling of platformsMaintaining an accessible offer in the five departments
ApprenticeshipQuality contracts, prevention of breakages, mobility and accommodationObtained diploma and sustainable employment, not just signed contracts
SMEsDiagnostic skills and mutual training planEmployees who have actually been trained, especially the less skilled ones
TransitionsAccelerated offer for digital, energy, health, sea, industry and agricultureCertified and transferable skills
ReconversionRight to support, validation of achievements and modularityReduction of dropouts and sustainable return to activity

5. Yes Breizh for a 2032 High School Plan: Schools, Departments and Climate

  • Adopt a clear multi-year card that reconciles demographics, accessibility, boarding schools, training pathways and local networking projects (country).
  • Prefer networks and mutualization to the dry closure of small establishments; publish access times before any decision is made.
  • Make all high schools accessible to all disabilities, safe, energy-efficient, and adapted to weather conditions.
  • Generalizing healthy, local and socially accessible restoration, with publication of the Egalim results6 and waste.
  • Extend the participatory budget for high school students and involve educational communities in investments.
  • Guaranteeing sovereignty and digital sobriety: repairable equipment, controlled software, data protection, and open and critical training in AI.

6. Higher education, research and student life

A strategy: a Breton network rather than a metropolitan concentration

The strategy proposed by Yes Breizh aims to strengthen Rennes and Nantes while ensuring training and research activities in Brest, Lorient, Vannes, Saint-Brieuc, Quimper, Lannion, Saint-Nazaire and in the nearby university towns. Collaborations between universities should not result in students being kept at a distance.

  • Programming housing, food services, mental health, mobility and digital access as conditions for success.
  • Create a Brittany-5 Observatory on student life and experiment with a student food security social security scheme after evaluation.
  • Accelerate the energy renovation of campuses and publish the real savings.
  • Fund fundamental research and partnerships with companies with transparency, scientific independence, and the dissemination of results.
  • Develop Celtic and European exchanges, double degrees and the mobility of students, apprentices, researchers and teachers.

Actions: decisions that enable the strategy to be deployed and contribute to trust (and performance)

This timetable is the result of a method. Measures falling under current competences could begin as early as 2027; the others are contingent upon the willingness of Breton leaders and the devolution of the corresponding powers and resources.

9. Monitoring dashboard

Conditions of implementation

No transformation is generalized without a budget, a roadmap, revenue and evaluation. No objective is imposed without a budget, a timeline, support, and accessible technical solution. No transfer takes place without resources. In the event of failure, the system is corrected rather than maintained to meet a deadline. A code green, orange, red It will indicate the trajectory, but will never replace the figures and their explanation. A temporary increase in an indicator may correspond to a transition or to a better census: each evolution will be interpreted before a decision is made.

Conclusion

Yes Breizh believes that a Brittany responsible for its future must be able to link what is currently separated: knowledge, orientation, high schools, apprenticeship, continuing training, universities, research, languages and territorial development. Devolution only makes sense if it improves the success and equality in a concrete way. The rule is therefore clear for Yes Breizh: more Breton responsibility, but also more guaranteed rights, independent evaluation and public accountability.

Mobilized resources and precautions

  • Region Bretagne, Mission 1 — High school and student life, initial budget 2026.
  • Region Bretagne, Mission 2 — Employment, training and professional guidance, initial budget 2026.
  • Breizh Europa, Education, Education, Universities, 2019.
  • MEDEF, La formation professionnelle, guide of 2014: principles of skills management, not positive law 2026.
  • SNP, Government Programme 2026: childhood, school meals, higher education, apprenticeships and teachers.

The data for the four Départements are not extrapolated to the Loire-Atlantique. Old proposals have been selected based on their current relevance; the Scottish measures are inspirations.

Notes and clarifications

1. IDÉO is the Regional public information and guidance service in Brittany, It is completely free, neutral and anonymous. Run by the Brittany Region (4), it is aimed at all audiences (secondary school students, high school students, university students, employees, job seekers) to guide them in their choice of profession, training or professional reorientation. ↩

2. The PRIC (Regional Investment Pact in Skills) is a scheme co-financed by the State and the regions to finance the vocational training of vulnerable jobseekers and meet the needs of the professions in tension. The current generation covers the period 2024-2027. ↩

3. The Compensation Ségur refers to the funding provided by the State or public authorities (such as the CNSA) to cover the cost of salary increases (Ségur premium of €183 net/month) extended to personnel in the health, social and medico-social sectors. Its implementation regularly poses financing difficulties for associations and departments. ↩

4. Any creation of an observatory or agency etc. will have to be linked to the disappearance of at least one other equivalent public entity with the full reinstatement of the staff. Adjustments may be made subsequently. ↩

5. All institutions, whether public or private. ↩

6. The Egalim law adopted in October 2018 and subsequently supplemented (notably EGalim 2) aims to protect the income of French (and therefore Breton) farmers, and to promote healthier, safer, and more sustainable food. It rebalances commercial relations and imposes strict quality quotas for collective catering. ↩

7. A GREF collects the training offer, monitors the relationship between employment and training, and animates the networks of professionals within their ‘territory’. Yes Breizh suggests a reflection on the respective roles of entities dealing closely or not with the same subjects in order to guarantee the effectiveness of the implementation of the decisions taken, for the Breton women and men. ↩
