Her answer emphasizes one particular skill: Deliberately developed decentralization, accompanied by the transfer of financial resources and the tools to advance Brittany.

Yann Leriche: more decisions at the local level

Yann Leriche responds in favor of a decentralization towards local elected officials.
Its approach thus appears to be more oriented towards strengthening the power of the local authorities than towards the allocation of a precisely defined set of competences to a Breton institution.

Philippe Plouzané: an extended list of skills

Philippe Plouzané cites several priority areas: housing; the organization of the health system and social support; the economy, notably agriculture, fishing, commerce and industry; the environment; mobility; urban planning; resilience; education; research; culture and languages.
He specifies that this list of priorities is not exhaustive.

Nil Caouissin: health, housing, water, agriculture, education, transport and culture

Nil Caouissin cites seven areas in which, in his opinion, competencies should be transferred to Brittany: health, housing, water protection, agriculture, education, transport and culture.

What devolution would change in everyday life

How to finance new skills?

The transfer of competencies necessarily raises the question of the means for exercising them.

On this point too, the responses differ.
Annie Le Houérou refers to the principle of decentralization, accompanied by the necessary financial means.
Yann Leriche It mentions the use of the local economy and a revision of certain subsidies in order to prioritize local economic actions.
Philippe Plouzané defends a fiscal autonomy for non-regressive competencies. The four answers again reflect different approaches.

Annie Le Houérou: Contracting and defined policies in Brittany

Annie Le Houérou wants to develop contractual arrangements based on policies defined in Brittany, with the corresponding financial means.
It also proposes giving greater visibility to the conduct of regional policies, notably through multi-annual plans.

Yann Leriche: reviewing the texts to transfer more decisions

Yann Leriche wants to evolve the texts to allow for the transfer of certain decisions to the local level.
He defends what he calls «real decentralization», designed to allow for a better response to local expectations.

Philippe Plouzané: amend the Constitution

Philippe Plouzané proposes amend the Constitution to make France a federal republic.

Nil Caouissin: enabling a status of autonomy

Nil Caouissin also proposes a constitutional change. He wants a revision of the Constitution allowing the creation of an autonomy status for the regions that request it.

In the expectation of such an evolution, he proposes to resort to Experiments in Brittany.

Four answers, several conceptions of institutional evolution

The responses received make it possible to clearly identify the positions expressed, without the need to classify or rank them.

The four respondents are in favor of the principle of the devolution of powers to Brittany. They then diverge on its scope and on the institutional means to implement it.

Annie Le Houérou She advocates strengthened and contractually-based decentralization. She is in favor of reunifying Brittany, but not of granting it a status of autonomy or the creation of a Brittany Parliament as proposed in the questionnaire.
Yann Leriche He responds favorably to devolution, autonomy, and the creation of a Parliament of Brittany. However, in his detailed responses, he emphasizes decentralization towards local elected officials. He opposes reunification with the Loire-Atlantique.
Philippe Plouzané He responds favorably to devolution, the status of autonomy, the Parliament of Brittany, and reunification. He proposes fiscal autonomy for non-regal powers and a constitutional evolution towards a federal republic.
Nil Caouissin he also responds favorably to the devolution, autonomy, the creation of a Parliament of Brittany and reunification. He cites several competencies that could be transferred, defends fiscal autonomy or a rebalancing of funding, and proposes a constitutional change that would allow regions that wish to do so to gain autonomy.

And the other 20 lists?

The questionnaire presented by Yes Breizh had been sent to the candidate lists without any political distinction.

Among the 24 officially nominated lists in the Côtes d’Armor, Finistère and Ille-et-Vilaine, Four answers were finally recorded.
The other twenty lists had not responded at the time this summary was prepared.

Yes Breizh had announced from the very start of this consultation that the responses, as well as any absence of responses, would be made public before the poll.
This publication respects this commitment.

Inform citizens before the September 27th vote

The Senate elections are not held by direct universal suffrage.
This Sunday, September 27, it is the grand electors who will designate the new senators. The Ministry of the Interior confirms that the renewal will take place on September 27, 2026, and that the senators are elected by universal, indirect suffrage by an electoral college.

The decisions taken in the Senate, however, affect all Breton women and men. They can, in particular, affect the organization of the communities, decentralization, local competences, or institutional developments.

That’s why Yes Breizh He wished to ask the candidates questions that are rarely at the center of Senate campaigns: who must decide for Brittany, what competencies must be exercised in Brittany, with what means, in what institutional framework and over what territory?

Four lists chose to respond.
Their answers are now public.
Everyone should take it in and form their own opinion.

Yes Breizh
For a Brittany master of its own destiny

Join Yes Breizh.
Join one of our local groups.
Create or integrate a Think Tank.
Support Yes Breizh with a donation.
Visit our online shop

As the Senate elections approach on September 27, 2026, Yes Breizh publishes the answers received to its questionnaire addressed to the candidate lists in the Côtes-d’Armor, the Finistère, and the Ille-et-Vilaine.
