For many observers, this development seems recent. However, it results neither from a sudden decision nor from a brutal change in French institutions.<br><br>The autonomy being discussed today would be the culmination of a long process initiated over forty years ago. Since the early 1980s, several successive reforms have gradually strengthened the powers of Corsican institutions. At each stage, the central government has agreed to hand over new responsibilities to the Collectivity of Corsica, without changing the Constitution but by maintaining a dialogue with local elected officials.<br><br>In other words, Corsica has gradually built its capacity to make more decisions for itself. This journey is essential for understanding current debates.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Gradually transferred skills<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This evolution therefore took place without institutional rupture. Over the years (and it must be said, due to attacks!), Corsica has received new powers in various fields, such as economic development, regional planning, transport, culture, and even certain educational policies.<br><br>Every transfer of powers has had the same effect. Corsican elected officials have had greater discretion to adapt their public policies to the realities of their island. In return, they have also had to assume the responsibilities associated with these new powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It's a point that's often overlooked. <br>Receiving more powers doesn't just mean having greater freedom of action. Each new responsibility entrusted increases its capacity to make its own decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In reality, autonomy is not born from a single reform. It is built through devolution.<br>This distinction is important. There is much talk today about the autonomy of Corsica, but much less about the process that already allowed it to be granted in a \u2018light\u2019 version, before, one hopes, an expanded autonomy soon.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, devolution is indeed the key to understanding this evolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Yes Breizh, this idea is fundamental. No one starts by fitting the front door. You first lay the foundations, then the walls, the roof structure, and finally the roof. Each stage prepares the next and strengthens the entire structure.<br>Devolution works exactly the same way.<br>Each power transferred represents a new stone. Each responsibility assumed consolidates the construction. Over time, the community gains more experience, more skills, and more capacity to decide for itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Autonomy then appears not as a starting point, but as the result of a patient construction.<br>This is precisely what Corsica illustrates today. For several decades, transferred powers have been added up. Each has strengthened the construction of autonomy a little more. It constitutes a method of building the future of Brittany.<br>Our approach is not to consider autonomy as an objective to be achieved through a single decision or a spectacular reform. It sees it as the result of patient and determined work, based on the progressive transfer of powers and responsibilities to Brittany.<br><br>That is why Yes Breizh is today embarking on this devolution process.\u00a0<br>The first step is to explain what it really is, to publicise this still largely unknown term and to show that it represents a progressive, democratic and responsible evolution.<br>Raising awareness of devolution is already the first step in building it.<br><strong><br>A long-term vision<\/strong><br><br>Devolution takes time, yes, but optimises that time with an objective: 2032.<br>Like any major institutional evolution, it cannot be reduced to a single reform. It progresses in successive stages, each building on the experience gained from the previous one.<br>Each new power transferred assumes that Brittany is capable of exercising it effectively. Each new responsibility must demonstrate its relevance before any further step can be considered.<br><br>This progression constitutes a guarantee as much as a method. It allows one to advance with confidence, without haste and without discontinuity.<br>The situation in Corsica perfectly illustrates this logic. Its current, albeit limited, level of autonomy is the result of a long process of devolution that has been underway for several decades. Brittany can, in turn, chart its own, even more ambitious course, tailored to its history, its realities, and its needs.<br><br><strong>A construction starting today<\/strong><br><br>Devolution will not begin on the day a new law is passed.<br>It begins today, preparing ideas, developing skills, gathering goodwill and generating concrete proposals.<br><br>This is precisely the role that Yes Breizh plays today in Brittany, in France and across the Channel.<br>The movement wishes to introduce devolution into the public debate in Brittany, not as a subject reserved for specialists, but as a reflection accessible to everyone. Because everyone can understand a simple idea: when a decision primarily concerns Brittany, it is legitimate to question at which level it would be most usefully made.<br><br>This reflection will not end in a few months. It will undoubtedly accompany several years of exchanges, proposals, and concrete achievements.<br>But all great changes begin with a first step.<br>For Yes Breizh, this first step has now begun. It also requires an evolution of ideas, skills, and working methods.<br>To gradually build a more autonomous Brittany, we must be capable of thinking today about the responsibilities it could exercise tomorrow. Nothing can be improvised. This requires understanding the realities on the ground, listening to the stakeholders involved, studying experiences elsewhere, and developing credible proposals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Think Tanks precisely meet this ambition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Agriculture, the sea, housing, health, the economy, industry, energy, transport, the environment, languages, culture, heritage, education, security, and relations with other Celtic countries: each area requires in-depth analysis, discussion, and collective work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Devolution does not progress through slogans. It progresses through ideas, skills, and the quality of proposals.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Building the Brittany of tomorrow, together<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Yes Breizh wishes to make devolution an initiative open to all those of goodwill.<br>Business leaders, farmers, fishermen, teachers, students, artisans, employees, healthcare professionals, researchers, association managers, elected officials or ordinary citizens: everyone has experience that can enrich collective thinking.<br>Building an increasingly autonomous Brittany is not the project of a small circle of specialists. It is a project that relies on collective intelligence and on the diversity of experiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Think Tanks thus constitute the first workshops of Breton devolution.&nbsp;<br>They allow us to imagine tomorrow's solutions, to assess their feasibility, and to gradually prepare for the responsibilities that Brittany will be able to exercise over time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Autonomy doesn't begin the day a skill is transferred.
